This article examines how to advance R and D (the strategic process of selecting, funding, and overseeing a mix of research projects to align with business goals, balance risk and reward, and maximize long-term value) in the construction materials industry. The aim is to justify institutional and economic mechanisms that reduce the gap between research outputs and industrial adoption. The study employs system analysis, comparative reasoning, and synthesis of practice-based cases. The results propose an integrated model linking R and D portfolio governance, technology transfer, and standardization, contributing to innovation management theory.
